My job requires me to play a lot of games, and part of “playing a lot of games” is “downloading an astronomical amount of game data every month.”
So today's about the most annoying thing I can think of: Steam's download servers appear to be having issues. I don't know how widespread or for how long, but there's somethingweirdgoingon.
Basically, the downloads get stuck in a pause-unpause loop, where no data is ever downloaded. The downloads just keep starting and stopping. I had my Tesla Effect download sitting at 13.5GB, and then it refused to budge.

Luckily, there are some things you can try. First of all, try adding more games to the download queue. I won't pretend to know Valve's server infrastructure, but according to a few forum posts you can trick the service into downloading the rest of the game by adding more games to the backlog. I have the permanent fix at long last. Yes it's a fix in normal windows not safe mode but you have to go to safe mode first to make sure this fix will work for you.
I found this by comparing processes in safe mode with networking and eliminating processes to find the culprit in normal mode. took about an hour.
First of all reboot your windows 10 pc in safe mode WITH NETWORKING.
If you need to figure out how to do that google it separately or on your phone.
Try to download something on steam. With me, it worked perfectly like a charm, no start-stop.
If that works for you, restart your pc back in normal mode and follow these steps to fix the problem fast.
Go to control panel->administrative tools->services
Looking at the services, CDPUserSvc_3e1f2 is the piece of garbage responsible

change startup type to manual
Your download after less than a minute will start downloading normally and fast. Start and stop the service to watch it work its garbage magic on your steam downloads.
